Hawaii Sports Betting Landscape

The US State of Hawaii is one of only two states where there is absolutely no gambling of any kind, which includes sports betting. In every other state, there is some form of gambling, such as tribal casinos, if nothing else. However, when it comes to Hawaii and Utah, there is no form of gambling taking place in the country. That means no casinos, no state lottery, no bingo, and no sports betting.

This is interesting, considering that Hawaii did consider legalizing sports betting. In fact, it was considering and discussing the matter for two years, back in 2019 and 2020. However, in the end, nothing came out of it, and the situation remains unchanged.

Sports betting timeline in Hawaii

Back in 2019, two bills were introduced that aimed to enable sports betting in the state of Hawaii, one of which was SB 2571 and the other HB 1107. Both were eventually carried over to 2020, which is when their story ended. The first of the two bills, SB 2571, was meant to establish a special task force that would examine the potential of sports betting and how much money it could bring to the state.

The other bill, HB 1107, however, was meant to create the Hawaii Sports Wagering Corporation. The new institution would be in charge of regulating and operating sports betting in Hawaii.

When will online sports betting launch in Hawaii?

With no active effort to bring sports betting to Hawaii, and with all previous efforts failing, it is unknown when or even if Hawaii will ever become a sports betting-supporting state. In truth, chances are that it will come eventually, as the number of states with no sports betting regulations is growing shorter and shorter.

It stands to reason that online sports betting, at least, will be a part of any bill aiming to enable sports betting in general. However, even if such a bill passes and allows the creation of a sports betting industry in Hawaii, that would only be the first step. As mentioned earlier, Hawaii has absolutely zero betting or gambling of any kind, which means that anyone who might try to create a sports betting environment would have to start from scratch.

In any other state (apart from Utah), a simple solution would be to add sports betting to the lottery. However, in Hawaii, there is no lottery either, hence the problem. From a practical standpoint, the state would likely be able to benefit the most if it attempted to replicate a system that is being used in Tennessee, where sports betting would be an online-only activity with no relationship to land-based entities of any kind.

What sports will be the most popular when online sports betting becomes available?

Hawaii is one of the states that have no professional sports teams, so its citizens are not influenced by any team or any particular sport from that standpoint. The state does have the University of Hawaii Rainbow Warriors as its only Division I FBS college football program, however, so there is that, t least.

The Rainbow Warriors also have a men’s basketball team which is quite popular, although not very successful in bringing glory to its state during the NCAA basketball tournaments. They made the Round of 32 back in 2018, and before that, they finished first in the Big West Conference, but prior to that, their last NCAA tournament appearance was as far back as in 2002.

The status of Daily Fantasy Sports in Hawaii

One thing that many expected to be able to turn to is Daily Fantasy Sports, as DFS is usually present even in the countries where online sports betting and gambling are strongly opposed. However, Hawaii doesn’t offer this option, either. In fact, it is one of a few countries that specifically outlawed DFS contests.

This happened back in 2016, thanks to the efforts of the former state Attorney General Doug Chin, who pointed out that DFS is illegal gambling under the current Hawaiian laws.

Is horse racing legal in Hawaii?

Being consistent with its harsh treatment of any sort of gambling or betting, Hawaii also deemed horse racing illegal in its state.
