Georgia’s Initiative to Legalize Sports Betting

Currently, sports betting is not legal in Georgia. While there have been initiatives to legalize sports betting in the state, none have passed the Senate. Overall, Georgia is not a gambling-friendly state, with no land-based casinos. There are only two types of gambling that are allowed by law. Raffles and bingo games are permitted, and there is a state lottery, the Georgia Lottery, which is run by the state and has been around since 1992.

When the neighboring state of Tennessee legalized sports betting in 2019, the lawmakers in Georgia considered a sports betting bill. In 2020, the first proposal was submitted, with a 10% tax on online-only sports betting. This bill died in the committee. In 2021 another bill, HB 86 was put forward in 2021, but this did not break any ground either. Online-only sports betting has not been the only area with which Georgian lawmakers have tried to break ground. In 2022 a horse racing bill was also proposed, but to no avail as it was shot down the following year.

2024 brought another effort to legalize sports betting, Senate Resolution 538, but once again this bill died in the Senate. The lawmakers could not decide this time on how sports betting operators should be taxed. In some states, the operator tax is as low as 6.75%, whereas others can tax operators as much as 51% on their Gross Gaming Revenue. Unfortunately, for the time being it seems that legal sportsbooks are off the table for Georgian bettors.

Is Sports Betting Legal in Georgia?

The legal sports betting demand in Georgia has strong support. Despite this, gambling could be a tough sell in the state, as it is one of the handful of US states that does not have commercial or tribal casinos.
