If you took the core DNA from Papers, Please and infused a helping of artificial intelligence into it, then you would essentially have the key for an infinite stream of investigations and nonsensical experiments that could last days, weeks, or perhaps even months. Herein lies Civil Purgatory in its purest form—a game that takes the basic concept of Papers, Please and adds its own strand of AI-driven code to the mix to ensure that fledgling correctional officers can take on a wealth of cases and still find curveballs or something to spice up the proceedings. And you know what, it works.

The concept itself is still the same: you examine folks, cross check their identities and documentation, and decide whether or not they’re innocent or guilty. Yet, there’s more to Civil Purgatory than that. For one, it doesn’t task its players with examining a few pieces of paper and scooting people along their way; it instructs them to delve even deeper into their histories—a job that involves glossing over crucial photographs, items, and even confiscating contraband in an effort to pluck out their secrets, motives, and true identities. What’s more, it gives you the monumental task of conversing with citizens through a real-time chat system—an AI-driven process that allows you the opportunity to build cases, materialize evidence, and deliver ironclad results before making a vital decision on whether or not to emancipate or incarcerate a citizen. A lot to digest here, for sure. So, let’s dial it back.

Civil Purgatory uses the power of AI as an effective crutch to establish and maintain a free-flowing ripple effect of social interaction and unpredictable events. True to the power or artificial intelligence, it takes that wealth of knowledge, and it peppers it across a series of thought-provoking questions and responses, moral dilemmas and frustratingly complex problems. With that in its chassis, it immediately finds balance between being a strenuous exercise and a surprisingly enjoyable experience through and through.

Civil Purgatory builds its wall around totalitarian regime and, with that, a corridor of citizens who bathe in their own ideologies and moral values. As the newly appointed correctional officer, you have the duty of speaking with these citizens, and sifting through their backlogs of documents before passing a judgement—a critical move that carries a tremendous amount of weight and moral responsibility. With that, there are objects to examine, photos to review, and above all, strung-out conversations that frequently culminate in unexpected climaxes and surprisingly bittersweet homecomings.

Suffice it to say, the inclusion of AI is a great addition here, with its highly unpredictable cascading effects providing a powerful tool that allows you the freedom to control the flow of your thoughts and think outside of the box at a rapid pace. Thanks to the weight of AI, Civil Purgatory doesn’t ever feel like a one-trick pony; it feels like an endless cycle that has the capacity to sprout fresh roots and keep you captivated for hours. Does it always hit the nail on the head? No — but it certainly keeps you on your toes, and that counts for a lot, truly.

Navigating the Moral Compass

Unlike your bog-standard arcade-smitten scoresheet, Civil Purgatory veers toward AI to chalk up its final verdict to critique your findings. Again, a nice touch, albeit one that keeps you second guessing yourself and your ability to conceive a foolproof statement at the end of each case. But that’s sort of what Civil Purgatory relishes: the undisputed power of AI and its no-nonsense acumen. It doesn’t beat around the bush or hold your hand to ease the pressure on you; it makes you witness the consequences of your actions and manipulates the world based on your decisions. And it shows its teeth, too, with its to-the-point dialogue and inquisitive tone serving as a reminder that it isn’t just a game with no right or wrong answers, but a powerful vessel that has the ability to communicate on an entirely different platform.

For a love letter to Papers, Please, I have to say that there is a great deal of depth to this one. Aside from the general fact-finding process and copious amounts of document checking that you have to sift through, the game also includes promotional incentives, salary bonuses, appraisals, and a shift management tool, all of which come neatly packaged in a thematic pixel-painted world that’s befitting of a timeless design or a well-orchestrated visual novel. The AI, really, is just the cherry on top.

Civil Purgatory adds a modern twist to the classic Papers, Please formula with an AI-driven, script-less approach that waxes unpredictable complexity and bottomless possibilities for its eagle-eyed correctional officers to shovel through. With thanks to its addition of an in-depth analysis tool and deduction process, it almost guarantees an infinite supply of scenarios to solve, most of which will no doubt keep even the most experienced sleuths scratching their chins and pondering their moral compass for hours on end.

Of course, I’ve spoken about Papers, Please quite a lot here — and for good reason, too. The truth is, while Civil Purgatory does extend its arm to artificial intelligence and its bottomless capabilities, the game itself is still something of a homage to a cult classic. But that isn’t to say that it’s an ineffective concept; if anything, it’s a concept that’s been proven to have worked on numerous occasions. Civil Purgatory is, in layman’s terms, a souped-up version that just adopts AI and squeezes it for the sake of creating a constant flow of content. I can’t fault that; it adds replay value.

Thanks to Civil Purgatory boasting its own Endless mode and a unique twist on each of its cases (and not to mention a wealth of intricate details and fact-finding tools), you could quite easily spend a handful of hours romping through this universe and still find yourself immersed in its infinite possibilities. If that’s the sort of thing that pushes your buttons, then you should definitely bring your magnifying glass and quill to the forefront of HeadArrow’s pixel-heavy deduction sim the next time you’re feeling, shall we say, judgmental.
