Storyline and Setting

Travis Baker wants to become the undisputed crime boss of 1990s Rockay City, but several rival gangs already control its neighborhoods. The campaign frames each run as another attempt to build a crew, seize territory, and survive the shifting criminal underworld. Its cast and tone deliberately echo loud ensemble crime movies, with betrayals and randomized opportunities changing the route to the top.
