Texas Gambling Landscape

While there is huge interest and demand for gambling solutions in Texas, the state actually has very few legal forms of gambling. There is the state lottery, of course, which is the case with most states, and horse racing has been legal for quite a long time, featuring 4 race tracks where betting on horse races is quite popular. Gambling has been a huge part of Texas’ history, and one of the many “vice activities” that ruled the state’s early days, alongside excessive drinking, sex work, opium, hallucinogenics, and alike. However, after the Civil War, gambling houses started becoming more popular and their reputation was somewhat improved.

Then, the Progressive Era, which came after the Civil war and the Reconstruction Era, took it upon itself to clean up the state, and so all the vices were either regulated or outlawed. Gambling never truly went away, as people would still play it at home and in the so-called “vice districts,” where it was still available, if illegal, but its popularity dropped significantly in the decades that followed. As for gambling — just like the ban on alcohol in 1920s — it was not stopped, it only became an underground activity that people still engaged in, and the government was unable to profit off of.

Then, the Great Depression destroyed the national economy, and states struggled to overcome its consequences in different ways. Texas’ idea was to legalize pari-mutuel betting in 1933, and after it had positive consequences, the state started regulating even more gambling activities, especially during the recovery period after WWII. This brought the legalization of the state lottery, for example, and in more recent years, the state saw the launch of two tribal casinos. These days, there are strong attempts to legalize sports betting, but after the failure to do so in 2021, the next big attempt is likely to come in 2023.

Casinos in Texas

As mentioned, Texas only has two real casinos. Both are owned by the Native American tribes, and while one of them is well established — the other one has been trying to remain afloat, while the government has been looking for reasons to shut it down.
