The NSW Gaming Reform package, announced by Minister for Gaming and Racing David Harris, delivers on what the Minns Labor Government calls a key election commitment. It was developed in response to the Roadmap for Gaming Reform prepared by the state’s Independent Panel for Gaming Reform, the NSW Crime Commission’s inquiry into money laundering through electronic gaming machines in hotels and clubs, and consultation with industry, harm-minimisation groups, and privacy experts.

ポーカーマシンの削減、永久的に撤去

NSW州は現在、約2,100のクラブやホテルに約87,000台のポーカーマシンを運営しています。政府は、過去3年間でゲーム機権利の数が着実に減少してきたとし、このパッケージはその減少を加速させ、すべての撤去を永久的なものにすることを目的としています。

主な手段は、権利が施設間で取引される際に適用される没収率です。この率は3分の1から2分の1に引き上げられ、2件の取引ごとに1件の権利が取り消されます。「sinking cap」という新しい上限が導入され、権利が流通から外れるにつれて州全体の上限が下がります。没収なしでの移転を許可していた既存の例外は厳格化され、施設は権利を自主的に取り消すオプションも得ます。

広告、VIPプログラム、ダイレクトマーケティング

このパッケージは、ゲームに関連するVIPプログラムを全面的に禁止し、NSW州政府および地方自治体が所有するすべての資産でのギャンブル広告を禁じます。ベッティングサービス提供者は、事前の明示的な同意なしに電話、メール、テキストメッセージで人々に直接マーケティングを行うことができなくなります。

改革パッケージの費用と施行時期

AU$95.2百万、4年間の資金コミットは、州のAU$100百万ギャンブル被害軽減基金の残金と、ゲーム機を設置しているクラブやホテルのライセンス料増加から賄われます。パッケージ内では、Responsible Gambling Fundが今後2年間でAU$20百万の増額を受け、GambleAwareを含むサービスを支援します。

The gambling-harm figures behind the reforms come from the NSW Gambling Survey 2024, which found 3.1% of the state’s adult population experienced moderate-risk gambling and 0.9% experienced high-risk gambling.

NSWゲーム改革パッケージへの道筋

The Independent Panel for Gaming Reform delivered its Roadmap for Gaming Reform to the government in 2024年11月, after overseeing the state’s cashless gaming trial and advising on the use of the AU$100 million harm minimisation fund. The NSW Crime Commission’s separate inquiry examined how poker machines in hotels and clubs were being used to launder criminal proceeds, and its findings feed directly into the package’s account-based play and exclusion-register components.

The announcement lands one day after Gaming.net reported that Australia’s federal sports-broadcast gambling ad ban will not take full effect until 2031, leaving state-level action like the NSW package as the faster-moving front for advertising restrictions in the country. Self-exclusion enforcement has also been a live regulatory issue beyond Australia: the UK Gambling Commission fined Holland Park Leisure £150,000 this month for failing to participate in a multi-operator self-exclusion scheme, the kind of enforcement gap the NSW register is designed to close.

Alongside the new obligations, the government says it will work with industry to help hotels and clubs build up their hospitality, events, and live entertainment offerings, reducing their reliance on gaming machine revenue as the state’s machine count shrinks.
