The UK Tote Group announced on 6 października 2026, that Chief Executive Officer Alex Frost will step down at the end of 2026 after almost nine years leading the pool betting operator, with the group’s board naming James Coxon as incoming Chief Executive as part of a planned leadership transition.

The company said the announcement came at the end of a carefully planned succession process, which allowed the board to confirm Coxon’s appointment at the same time as Frost’s decision to step down.

During his tenure, Frost oversaw the transformation of the Tote following its acquisition from Betfred, rebuilding the business as an independent operator and establishing a series of long-term partnerships. The company said he also helped establish World Pool alongside the Hong Kong Jockey Club, which has developed into an increasingly important growth platform for the Tote and British and Irish racing.

Commenting on his decision to step down, Frost said: “It has been a great honour to lead the Tote through what has at times been an extraordinarily challenging backdrop for British racing and the wider betting industry. I am immensely proud of the foundations we have established which will underpin its future for many years to come.”

Strategy Refocus on Pool Betting

Alongside the leadership changes, the group set out a refocused strategy following a strategic review of the business. The Tote will renew its focus on UK and international horse race pool betting, notably the World Pool, and scale back what has been heavy investment in its direct-to-consumer digital business in other products in recent years.

Frost said the increasing regulatory burdens on digital operators and the sharp increase in tax were contributory factors in the renewed focus. He said the digital business has grown quickly over recent years but operates at a loss, and that with the increase in tax rates the group has decided to stem those losses and refocus on the opportunity in international horserace pool commingling, including World Pool.

The Tote said the reorientation will result in a number of roles being lost in the digital business, partly offset by the creation of new roles in its business-to-business division. The operator will withdraw gaming content online but will maintain Tote.co.uk and Tote.ie as sites where UK and Irish customers can place online pool bets, alongside a range of other fixed-odds sports betting opportunities. Frost said the two sites will be used to trial new pool betting initiatives and promotions, which can then be made available to the group’s distribution network both within the UK and internationally.

The company stated that World Pool has grown pool betting revenues by approximately 40% this year, and that it expects double-digit growth to continue in 2027, when the calendar of World Pool days further increases. Frost named the Hong Kong Jockey Club, the BHA, Horseracing Ireland and other international jurisdictions as key partners, and said the Tote will invest to support its pool distribution partners, including racecourses, bookmakers and international commingling partners. He said the group has already invested significantly in World Pool and the international partnerships that underpin it, and that it believes now is the right time to reallocate resources toward that opportunity.

Incoming Chief Executive

Coxon brings more than 20 years of experience across the betting and gaming sector in both B2B and B2C environments. He held senior leadership positions at DraftKings following its acquisition of SBTech and, more recently, served as Chief Operating Officer at Gaming Innovation Group. The company said he has built a strong track record of operational leadership, strategic execution and business growth throughout his career.

John Williamson, Chairman of the UK Tote Group, welcomed the appointment, saying: “His extensive industry experience, proven leadership credentials and strong track record of delivering growth make him exceptionally well placed to lead the Tote through its next phase of development, strengthening our partnerships, and delivering for customers and stakeholders both in the UK and internationally.”

Frost will remain Chief Executive until the end of 2026. He will then continue with the business in an Executive Director capacity during 2027 before transitioning to a Non-Executive Director role on the board, with Coxon taking over as incoming Chief Executive.
